Senior Lecturer of Public Administration at the Centre for Public Policy, University of Glasgow and co-Editor-in-Chief of Public Administration and Development.
He is former Chair of the Joint University Council (now the UK Association for Public Administration). His research includes work on strategic state and leadership development.
